Does not rev at all. It feels like it wants to but acts like a slipping clutch. The stop lights do not work but the high mount stop lamp works.

A used trans can be had for under 500 remans are usually 1000. Trace in GREEN the portion of the circuit below that could be at fault. That means it is the same as popping the clutch on a conventional transmission car which cause the same.
